that has the best interest of the lafco members, commissioners in the driver's seat. >> okay. do we have a response? >> my response is from what my understanding of it is that in order to have a search process you either -- we would create that new position, have to go through the city process to do that or i would have to resign from my position. i am asking our clerk to call over and see if we could get somebody from the hr folks over here. >> i have a suggestion on this, but commissioner schmeltzer i want to hear from you before. >> thank you. just following up on commissioner avalos' point and what mr. fried is saying i guess i find it hard to believe that somebody can't be acting in a position and be considered for it. that seems to happen regularly and there is a search process but someone is the acting or interim during that time and fore does it seem possible he would have to resign to be considered so i think we need to get clarification on that. maybe we don't need to do that today. >> exactly. my suggestion is this and we want to make sure we hear from the public on this

that lafco -- when we originally set set up lafco to work on clean power sf and especially get at the beginning of 2007 and what we needed from lafco and i believe the intention we needed somebody on task for clean power sf itself that could approach the sf puc on many occasions the sf puc wasn't thinking outside of the box on this to put it politely, and we need someone, and i think we will need someone well versed in local distributive generation, the dynamics of financing clean energy and clean energy over the next year so we can take the build out work that is looking promising and realizing for reasons for saving the planet and economics that we must do this local build out. it's not really something that we can debate. we need -- so whatever you do with these positions we would hope that you still end up with two positions and one position could be carefully dedicated to somebody with a lot of expertise on local distributive renewable and generation and efficiency so they can help us dive in with sf puc and make sure we're getting the sf puc hour enterprise to push the

call item four please. >> item number four, 2013 lafco meeting schedule. >> great. colleagues, as we're nearing the end of the calendar year this is our opportunity to talk about what our calendar looks like for the next coming calendar year, and i think you have a memo in your packets that's also available to members of the public that provides some recommendations from staff as to when our meetings could take place, so with that i will turn it over to mr. fried. >> thank you very much. jason freed and tradition with lafco i tried to make all of the meetings the fourth friday of the month and with some exceptions and there is a break in august and then for november and december because of the holidays we try and combine one meeting at the beginning of december and we normally -- there are only two board supervisor meetings then so this is the friday that falls between the board meeting and the final adaption to that fourth friday is in may and it leads into a three day weekend where we have monday off we don't meet that friday and move it up one week so in may the meeting is the th

done as a lafco towards that end. i know that we probably have something in your office that might be there and i see hope is ready to weigh in on this. >> commissioner schmeltzer. >> it was a lot more recent than 10 years ago and when it happened it was in the context of the google proposal to provide free wi-fi so that's when laugh. >> i remember it around 2006 or seven, yeah. >> >> yes. >> it's on the lafco website and you will see there is a report in there but i'm happy to get you a print out if you need one. >> thanks. >> one thing i would ask as we are putting this together is one thing that we know happens in city government is issues come up unexpectantedly and there are some other thing that comes up, so whatever we adopt of course hopefully is subject to some modification and i would simply encourage all of the commissioners to make sure that if there is anything else that you would like to include in this that you let our staff know and that you let vice chair avalos' staff know and we don't want to leave any of that out. so again i appreciate the discussion and we will

comments and i am glad next week i think we're at lafco hearing the task force recommendations. that is critical and sometimes we pass the policies and our actions never conform with the policies that we pass, so if we're serious about reaching that goal in 10 years i think we really need to get serious and that's why cleanpower sf is so important, but in closing i want to go back again and harp on my jimmy carter issue of earlier and i'm going to take this quote. it says "soon after jimmy carter installed solar panels on the white house. a generation from now i think this is in the 70's or early 80's the solar heater can be a surcosity, a museum piece, a example of a road not taken, or a small part of one of the greatest adventures under taken by the american people and harness the power of the sun and move away from the crippling dependence on foreign oil, and again at that point we can say that the solar panels were a museum piece. i am hoping cleanpower sf isn't this interesting idea that creeped up and disappeared because of all the misinformation and whatever that cert

name is chair avalos, john avalos chair of the lafco. i am joined by other lafco members, commissioner olague and commissioner pimentel. this is a joint committee so i will pass on the mic on our chair from the public utilities commission. >> yes, art torres member of puc and other members. thank you very much for being here. we make a very legionary and strong quorum on this rainy day. >> okay. >> and of course our general manager is here as well, har an kelly and the staff of the puc. >> thank you. i want to thank sfgtv for their work broadcasting this meeting, and madam clerk if you could chair with us your announcements. >> please make sure to silence all electronic devices. speaker cards and any documents should be submitted to the clerk. >> okay. do you want to call the roll? you call the roll on puc. >> yes. >> president torres. >> here. >> commissioner. >> here. >> commissioner moran commissioner caen and cortni are both excused from today's meeting. >> okay. that serves as items one and two. let's call our hird item. >> third item opening remarks and expectations for t

, it will bring us significant cost savings but really an ability for lafco to be more than it is right now and i appreciate working with jason fried as well and i hope he applies for that position and i hear what supervisor avalos is saying and it makes sense. >> colleagues, any other comments? questions? commissioner olague. >> now, i was just going to comment and if i missed my opportunity to comment on potential items -- is this the time? >> yes. >> well, i wanted to mention that i'm not sure if there are other examples of it, or how to even approach this, but in san francisco i guess there are few commissions that are still picked partly my the payor and partly by the board of supervisors. >> >> and i'm just wondering is there a way of sort of reflecting on their kind of decision making processes? or you know because -- for instance, park and rec is a commission selected fully by the mayor and you have planning commission which is like a three-four commission. you have mayor and board but i am wondering if there is anyway of looking -- one functions better than the other or any market dif

is that the commission secretary would call the roll for the sfpuc so that they could vote on this agenda item for lafco it was just a discussion item. >> thank you. commissioner vietor. >> yes and i appreciate all the public comments that have been made and the comments too from this body and all of the work that the puc has done. i have been on the public utilities commission for four years plus and i know this cleanpower sf issue -- i think it's been eight years, nine years in the coming, and when i came on there was really this sort of sense that the puc wasn't stepping up, that the city didn't care that we weren't moving quickly enough and he we are at this opportunity to really move things forward. i think it's really remarkable and i think we all now recognize with hurricane sandy, with the inclement weather and the winter we're having now that climate change and renewable power and local energy provision is paramount and we need to main ain and amplify that commitment as a city. i also continue to have my eye on the prize of the local build out and the promise of that because i think not onl

constructively with lafco in their advisory role to the board in implementation our cca program we are operating under a memorandum of understanding with lafco that describes the roles and responsibilities of our respective staff and we expect that as we get to actual program launch we will come back to you with a new mou that describes our ongoing relationship at the time. the mou we're operating under this point is expired but i think we're both comfortable to serve those roles until the program takes better shape and we can then revisit roles and responds with that information in hand. then the other item i wanted to make mention of by way of update is some of our activities at the california public utilities commission. we did go forward with the filing of our revised implementation agreement, implementation plan at the california public utilities commission. it is under review there and we expect it to be certified by their executive director before the -- by january. we have seen a proposed decision from the california public utilities commission that implements the provisions of the c

this is the opportunity for the public to comment on the jurisdiction of lafco not on the agenda and any future agenda items. >> eric brooks local green party and local grass-roots organization our city. since the love fest began i would like to continue it. especially on clean power sf members of the advocacy community we were looking at -- felt like down a barrel of the gun when we got to the september vote on this and we weren't sure what was going to happen and supervisor olague stepped in and we went to her on clean power sf we did not have to do any convincing. we were meeting with a supervisor that knew the issue well before we walked into her office and understood the issue of renewables and efficiency and all of it in detail and what that did it freed up the advocates to go to supervisors that had concerns and focus on them because we had you supervisor olague and others as strong anchors so we didn't need to worry about our base and that enabled us to get eight strong supportive votes this measure which was absolutely critical and i usually don't join in love fests like this, but i think

not on the agenda, any item before us. >> the lafco committee that has been established all over california have an very important role to play, and there is a channel 108 that shows the deliberations of the lafco and what happens in sacramento. here in san francisco we just take it for granted when we get our hydro electricity and when we get our hetch hetchy water delivered to our taps, and i think it's high time because how the rich folks at one time went to congress and dammed hetch hetchy to get the water here that we pay attention to the poor folks, the farmers who today most of them have to drink contaminated water and if they have money they have to drink bottled water. this is in california. now, we in san francisco we just take things for granted, so when we talk about clean energy, when we talk about water, when we talk about anything where the taxpayer pays money let's not take things for granted without having empirical data we have this habit that we can just spend the tax payers money. i know farmers in the mid-west who are paid not to till the land while half the land they gr
